The Human Resource Director oversees and/or performs all human resource functions including compliance with federal / state employment regulations, benefits management, employee relations, policy development and interpretation, training, provides recruiting and staffing support and strategic planning. This position is an advisor to managers, supervisors and executive team.

Essential Functions:
Evaluate the corporations' personnel policies and procedures on an ongoing basis to assure compliance with all applicable State and Federal laws.
Assist and provide consultation (when needed) to all managers and supervisors with respect to hiring, terminations, disciplinary procedures, investigations/complaints, and understanding corporate policies, procedures, and employee benefits.
Monitor employee benefits and wages and participate in wage and benefit surveys as available.
Recommend wage and benefit changes as necessary based on surveys, trends, and regulatory changes.
Meet with the Executive Director and/or Administrator on a regular basis to discuss any current personnel issues.
Write and revise employee handbook, safety manual, job descriptions, and employment policies as needed.
Oversee workers' compensation program to ensure compliance with State and Federal regulations.
Oversee leave administration to ensure compliance with FMLA, ADA, benefit guide, and other State and Federal regulations.
Oversee benefit administration to ensure compliance with enrollment guidelines and eligibility requirements.
Administration of CopelandU to include but not limited to managing employee access, monitor training compliance and creating new courses as needed.
Participate as a member of the campus safety committee.
Produce and distribute monthly, quarterly, and yearly HR metric reports.
Collaborate with legal counsel to respond to EEOC, DOL, OCRC or other charges filed against the corporations.
Complete and submit unemployment claim paperwork including supporting documents in a timely manner. Attend hearings as necessary.
Responsible for personnel record retention and maintenance in compliance with applicable State and Federal laws.
Assist Executive Director and/or Board as needed in recruiting, interviewing, and selecting of department heads and other key personnel.
Directly supervise HR Assistant.
Any other duties as assigned by management.

Compliance Responsibilities:
Comply with applicable legal requirements, standards, policies and procedures including but not limited to those within the Corporate Compliance, Code of Conduct, HIPAA, and Privacy Policies.
Comply with applicable employment laws including but not limited to FLSA, FMLA, COBRA, OSHA, ADA, EEOC, ERISA, USERRA, HIPAA and other regulations related to state and federal wage and hour laws.
Participates in compliance and other required training programs including monthly in-services.
Complete CEU requirements to maintain certification.

Core competencies/Skill Sets:
Excellent knowledge of federal and state employment regulations such as FLSA, FMLA, COBRA, OSHA, ADA, EEOC, ERISA, USERRA and HIPAA.
Sufficient knowledge of workers' compensation, unemployment and benefit administration to oversee programs.
Ability to draft and implement policies, handbooks, job descriptions and other employment related documents.
Ability to deal tactfully with residents, family members, visitors, government agencies/personnel, vendors, and staff.
Ability to function as an effective team member through good communication and cooperation to meet departmental objectives, to develop/maintain good personnel relations and employee morale.
Ability to interface and effectively communicate with all levels of management throughout the organizations.
Ability to make independent decisions, to follow instructions, and to accept constructive feedback.
Sufficient verbal and written communication skills to perform the tasks required.
Sufficient computer skills required to perform duties.
Sufficient math skills to calculate rates of pay, severance packages, and other cost related items.

Professional Experience/Educational Requirements:
Bachelor's degree in Human Resources or related field.
Minimum three (3) years experience in human resources.
